ID Please... is this even SPS?

this one has got me stumped. i was thinking Astreopora at first, but now i'm not so sure. the flesh looks a lot like Echinopora but it doesn't act or grow much like it. the skeleton is much stronger and it never sends out sweepers. if you have any other questions about it that'll help LMK and i'll do my best.
