Do u think one will do well in a tank that is 40"x22"x12"?

Anampses caeruleopunctatus can grow over 17 inches long. I do not think it's appropriate for a ~45g tank.

Make sure you see that fish eat. They don't have the best track record. It also needs a fine sandbed for sleeping at night.

The Blue Spotted Leopard Wrasse is constant hunter for pods, thus it needs a well-established tank, i.e., 9-12 months + refugium (will help greatly). If you add this fish early, it will most likely not make it, according to different sources. Maybe someone with one will comment.

I know how to take care of one I was just seeing if 45 gallons is enough

Those are one of the harder wrasses to keep. I would make sure it is eating and you have a healthy pod population.
