25g too small for Starck's damselfish(?)

i am setting up a new system and i think that a Starck's damsel would be a cool fish. it would be all by itself in a 25 gallon (actually a 30 with a wall in it). is this too small for this fish? someone had said that Chrysiptera damsels can be kept in smaller tanks because they are smaller in size and a little bit more calm than other damsels.

I think that's a very pretty choice for an only fish.
