Why does the amout of dissolved magnesium relate to how much calcium can be dissolved? Am I right when I say you have to have magnesium to have calcium?

This article might help:
http://www.advancedaquarist.com/2002/3/chemistry#h5 Magnesium helps by increasing the solubility of calcium carbonate and by poisoning the surface of calcium carbonate crystals, which make further precipitation more difficult. Phosphate can do this poisoning, as well, I believe.
