Can we use blacklight for our reef tank instead of actinics?
Is this ok to do?

Sure, but it's no good for growing corals. Wrong spectrum.

If you had enough 420 from MH for the corals, you could use a black light for flourescence. But flourescence is all they are good for.

I would not run them "instead" of actinics, but you could certainly try them for effect in addition. You just never know what you are going to encourage to grow by adding a different spectrum (ie: algae )
