Icecap Dimmable Ballast questions

I have a 400 watt icecap dimmable ballast. The dimming works by connecting two wires on the ballast together. Would there be a way to connect this to some type of device that is hooked up to a timer or aquacontroller type unit so that it comes on dimmed and then goes to 100% after say an hour or so?
