Do black false percula clownfish usually have yellow on the tips of their pectoral fin?

No. What you are describing is likely a black saddleback (A. polymnus). They are often sold as black perculas.

Mine don't. But they have had yellow around their mouths that has steadily decreased as they have gotten older.

If you want a proper ID, you are going to have to provide a picture.
