T5: what's the difference between NO and HO?

What is the difference between NO and HO?
Is it just the ballast or some other component or quality issue?

Here's the deal...
HO lamps are a minimum of 24".
NO lamps are available in shorter distances.
Is it possible to over drive a (shorter) NO bulb so that I can get HO quality light?

Specifically, I'm wondering whether anything can be done to "imrpove" these 11" 10W T5-NO units.

there's no way to overdrive those lamps.......high output lamps simply put out more light....
