The best place to dive is probably the Galapagos. Also, as well as being the best place to dive, it is great for all levels of experience. I snorkeled there 4 years ago. Snorkeling there beats diving just about anywhere. Indonesia is also up there. Unfortunately, only 1% of its reefs are pristine, but the 1s that are are incredible. I dive in the British Virgin Islands. If you are just learning to dive, as I am, then go there.
