How to get sps to stick

Hi, I have a 30 gal. sps tank that has alot of small frags in it. My problem is getting them to stick to the base rock and eventually encrust. It seems that my clean up crew keeps nocking them over. I have tried the green putty stuff, but it usually just crumbles after being in the water for a while. I also have some super glue that works out of the water but its almost impossble to take some of the bigger rock peices out and put frags on them without collapsing my whole rock structure. What do you guys and gals do to get your sps to stick? Thanks.
