I making my new sump today. should I place it outside the sump or inside. It's a ETS reef devil 3. If i am putting it inside, should I place it by the intake or closer to the return.

Put it in the sump, closer to the intake. You want to minimize the bubbles from the skimmer getting into the main tank through the return.

I'd definitely put it in the sump and place it on the opposite side of where your return pump is.

One thing you might want to consider. I have an ETS skimmer also, and found out that if the skimmer box is above the water line it skims better. You may want to sit it on something in your sump to raise it. I forgot what rationale is used to make it skim better like this....but I know a lot of people that have their skimmers above the water line in the sump. HTH
