Another sump question

I set-up a refugium/sump this weekend, and prior to this had an external filter with phosban in it. I'm starting to see a green tint to thing and was wondering if I should add the phosban to the first chamber where the filter socks are? Also should I have a bag of charcoal here too? I think once I get some chaeto that'll compete for the nutrients and I won't need phosban....or is it always good to use?
Anyone going to the meeting, that has extra chaeto? Or know where I can get some?
