Many of the ones in the hobby are raised as a by product in pig farms, the run off is perfect food for the worms. They are harvested rinsed and raised in tubs and fed "cleaner" foods, preparing them for sale. I've been to the biggest farm in cal to see it. Not sure if any are from other sources, but any fertile mud source as food (they eat the waste and digest the bacteria and undigested material) is all you need to raise them yourself. As far as buying them any LFS should be able to order them for you.
