Unhappy White Eye Advice ?!

All,

I have a new powder blue tang in the tank. There was an issue at firts with him hiding although after a few days he was out and about in the tank swimming fine.

Although today he has not come out from behind the rocks at all except for a few moments earlier at which point I notice:

1) He has what I can only describe as a small bubble on the bottom of his fin hanging off.

2) One of his eyes has gone completely white.

Can anyone explain to me whats going on and how to deal with it?
