blue line e ballast

i have a blue line e ballast driving 20 k blue line bulb that fires up nice and blue,but after a hour or so it shifts to pink,similar to a color you would see from a 6500 k coral life bulb.do you think it is a ballast problem or bulb problem.thanks Dan
