Stainless Steel

Can a Stainless steel clamp be used in a sump?

no. they are made from cheap stainless and will corrode and rust over time (yes cheap stainless will rust)

BTW use a zip ties or they do make plastic clamps

I'd use zip ties or plastic hose clamps for submerged stuff. Those marine grade stainless hose clamps are anything but. Cheapest stainless money can buy
