Low-water pump shutdown

I want to install a low-water pump shutdown that does exactly what the one described in Aquarium Electrical Systems does (http://www.reefkeeping.com/issues/2002-03/jg/index.php). I'd rather not build it myself if there is a commercial product available for a reasonable price. Do you have any suggestions on where to find such products?

Most top off controllers can be set up to also detect low level and not to turn the pump on (or shut it off is the level is too low.

Unfortunately, these do not have the reset circuit that keeps them off until the reset button is pushed. If water siphons back to the pump temporarily, these units will start the pump. I'd like the pump to stay off if the float switch goes low, then only re-activate when I tell it to.

I think in that case you may need to DIY. Which is not difficult to do. I have made a couple. I can draw you a circuit if you like.
