Can't get my Sfiligoi lighting to turn on??

I just replaced my bulbs in my XR4 sfiligoi fixtures. One fixture turns on but I can't get the other to turn on. Anyone know what I can do or try?

which ballast. Sfigoli or Ice Cap?

Sfiligoi

Also a little more info, There is power getting to the fixture because the moonlights still come on at night but nothing during the day.

Hmmm. You tested the bulb to make sure it is not bad right?

Yeah, I thought that but I don't think everyone of the new bulbs are bad.
