lighting par question

i'am i correct in thinking the higher the par value the better the growth rate? the reason I'am asking is i like the look of 20k's i'am currently running 14k hamilton but would like a bluer look but don't want to slow the growth rate or run atinics down also want to set up a frag tank and thinking about which bulb to run

20K's generally have a lower par than the 10 or 14K's. Most folks that are going for growth use the 10K lamps because they are reported to create the appropriate conditions for fast growth (higher par).
