need skimmer help

i just bought a new octapus skimmer and i plugged it in and put it in the sump but the skimmer wont fill all the way up with water it is a little more then 3/4 full is this the break in or what

doesnt' sound like it, break in will still look like it's working, just not skimming much for a few days. It shoul be full and bubbling.

Do you have the water at the right level for the skimmer?

try adjusting the riser ube.
