DC8 for DC4HD?

I have a DC8 upstairs to run my lights on. The problem is that I have a dual 400w ballast with 1 cord and I think it is drawing too much to start it. I am hoping a DC4HD will handle the draw better, and I only have 3 things to plug into it anyway so.... The DC8 is about 5 months old, and I would be looking for a DC4HD that has approximately the same ammount of use on it. Neptune has a 1 yr warranty on all its hardware, so I am looking to trade for a newer one in case anything goes wrong with it.
