Nano skimmer

Do I need to put a skimmer on a 24gal. nano tank, or will warer changes be enough? I was also told to take out the carbon and bio balls.
Does this sound right?

Definitely take out the bio balls and you can put live rock rubble in its place if you want to. The carbon is a personal preference, many people run it at all times, others run it every once in a while, and some never use it at all.

im running a skimmerless 29 gallon no problems, even thow a skimmer will always make the water cleaner and almost waste free.
