making live rock
If i put plain rocks in with my live sand and live rock, will the sand and lr seed the plain rock? are "normal rocks ok to use in a marine tank?

As a generality I would say no.
Rocks from your lawn, garen, side of the road etc. may contain elemnts that are highly detrimental to your tank. If you dont want to buy some cured rock you can always buy uncured and cure it yourself. Another, much less expensive, route to take is getting some Limestone. Go to a landscaping company and buy some. A few cents a pound. It is dense but has some nooks and crannies. You will not get the amount of biological filtration, due to this fact, that you would in real reef rock. But hey, I said it was cheap. I would recommend using it as the base rock as it isnt that pretty to look at. Pale and dead. Eventually coralline and such will migrate over to it. Just do not purchase the limestone if it appears to have brown(ish) colored crystals on it. Other than that it is basically Calcium Carbonate.

I second the limestone. Try to find holey limestone. As the name implies, it has a fair number of holes/caves in it. Definately vinager test it and wash it thoroughly before even putting it close to you tank. Another thing you can do is get some masonry drill bits and make your own holes
