Dying Cheato and Cyano prob

Hi, Ive had my CPR hang on refugium set up for a few weeks now and my Cheato looks like its not doing good. Its very light in color and falls apart easily and it didn't come like that. I have a Coral Life 28w CF fixture sitting directly on top with the 50/50 bulb that came with it. The main purpose of the fuge was to get a pod population but now I have Cyano Bacteria all over the sand and a small bit of the rocks. The aquarium is a 40G hex with 40lbs of rock and 2" of sand, the flow comes from a Korilia 3 and the return from the Fluval 305. I do 25% water change every two weeks and clean out the fluval at the same time, currently I'm using tap water that has had ChemiPure ran thru it for a few days(RO/DI coming soon). My Nitrates are zero and my phosphate is at 0.25. The tank doesn't have an algea problem other than the cyano, could I please get some advice on getting rid of it in a safe matter and get my cheato to grow. The tank is only 4 months old and has had no other problems but this.

You will have a prob with cyano(I think it comes from the live bag sand( for the most part)) for a time,clean it off where you can, then let your tank and refug finish cycling.Giving your tank time to balance out should help your Cheato to grow,I have always had a prob with Cheato in my refug, I have good flow and light so I think I don't need it or my( system) will not grow it,I am using feather caulerpa and it is doing good, it will grow in most any light and current.
