29gal BC with CPR skimmer - help

A couple of Newbie questions.

Which way should it be installed? Cup on the left of right(when facing the tank) With the cup on the right, the water intakes on the upstream side and discharges on the down. But it is noisy and there is the possibility of water getting in the air intake. With the cup on the left, the air intake would be free from the water spilling over from chamber one. But it would discharge water back on the upstream side. Is that an issue?

Also how can I quiet the water flow from chamber one? When it hits the chamber and skimmer it is too loud. I was thinking filter floss or something. Would that restrict too much flow?
