My YT did this when I first introduced my foxface. he would swim up beside him and quickly slap his tail/scalple a few times. It looked to me to be more of a threat than anything else. It soon stopped and they got along fine.

Cutester,
Pretty much any Tang, but definitely yellows or purples should always be the last fish added to a tank. They are territorial, and very tough when it comes to a new, scared fish being added.
Your tank size is not going to help your efforts to squelch the aggression, either. A good idea that might help would be to remove the Tang and the Butterfly (Butterfly might be able to stay in, but I'd play it safe and take them both out), rearrange your rocks, pumps heaters whatever you have in there. Then, put the BUTTERFLY in, allow him ample time to adopt his own territory, and several hours later, put the Tang back. This will hopefully confuse the Tang into thinking he's in a new environment, and everyone else was there first.
