Coral is dying...

I have a xenia coral and it was doing great for about a year and then in the last three months in started shrinking. i have three ZooMed fluorencent lights which may need changing(Its been almost a year). I have a serious algae bloom. I have no phosphate and very little nitrate. I have a powerhead blowing it constantly. In short: nothing has changed in all this time to explain the problem. Except the algae bloom started just before it started to die. If anyone can help I attached a picture of it. It used to be three times bigger and a lot more color.

What are your water params?

33 gallon. protein skimmer. Powerhead.
Eheim canister filter. its been up for a year and a half or so.

What is your water testing at? PH, ammonia, etc, etc...

Last test: no ammonia, No nitrite, nitrate under 10, no phosphate, salinity 1.024-1.025, Ph 8.4, temp: 80. I did a water change after this so they might be a little different. But I have not had a fluctuation in almost a year. I have had only a damsel and a dottyback for the entire time. Some conchs, two blue leg crabs. New additions this week are an emerald leg crab(?) and two pink tipped anemones. My coralline algae is turning white though. Maybe that might help...
