T5 Bulb Troubleshooting

I was wanting to know if anyone could help me figure out what is wrong with the T5 bulbs in my lighting system.

What I'm running right now:

Aqua Medic Aquaspacelight - 2x250w HQI DE w/ 2x55w T5 Actinic bulbs.

I don't know much about lighting yet, so please bear with me. The rear T5 bulb on my lamp went out a while ago, and I tried to switch it out with an older bulb I had lying around. This didn't work.

According to my Fiance, the front bulb was having problems this morning, and although it seems to be running fine now, it was apparently flashing and having a hard time turning on. We did experience a transformer blow up last night several miles down the road which may have mucked it up a bit.

Does this sound like a ballast problem to you? What type of ballast should we use to replace this one? Will one ballast run two bulbs, or do I need to buy two ballasts?

sound like a ballast problem, get a new ballast like a Workhorse to run both bulb.
