The Best??? I guess it really depends on how much you have to spend??? If you have 8,000.00 to spend on a camera or 500.00??? Really depends on your pocket book!!!

I like my Sealife. There are I think 4 choices. Prices from 300-500 depending on which one. I have the DC600 and it is great. Just not the best above water camera.
