Shipping livestock

When using heat packs to ship livestock, where should they be placed if you are sending the frags inside a small igloo cooler, which is then placed in box with packing peanuts? If inside the cooler, how do you protect the frags from the heat of the packs, so as to not cook the corals?

Thanks,

Kirk
