bulk head flow

i have and 1.5" bulk head as a return and a eheim 700p/h pump it seems the only way to get this system to run is to dial down the return pump to under or about 1/2 way does this sound right to you guys

I should also mention this bulk head is by it's self meaning there's no durso or overflow box

If the bulkhead is just on the back wall, then yes - the flow will be greatly reduced. On the back of the bulkhead, try placing a tee with the middle going to the bulkhead, one leg pointing down to the sump, and the other leg pointing up, left open or put a valve on it. You'll get the flow closer to what you are expecting. Wish I had pics but I don't think I do anymore. but I hope this makes sense.
