Honestly, I don't know of any schooling fish that'd do well in that size tank.

Pomacentrus alleni, although they can be a touch aggressive (much less the other damsels) and their schooling can be sporadic with only 3-4 fish.

not to meantion you'll need a bigger "agressive" boss fish to actually make them school. If you just put 3 schooling fish together in a tank, they wont even stay close...add a big bad guy and they'll stay pretty tight. (i found this especially true w/freshwater tiger barbs...i had 12 of them....no schooling whatsoever. Added a red-tailed shark and holy cow! they school )
so imo, the key to getting them to school is having that big "agressive fish".

and blue/greens get even bigger than the regular greens.

You could try Talbot's damsels. They stay small (<2") and are very pretty little fish IMO, lavender/pink with yellow faces and ventral fins. I bought a single Talbot's, the only one the LFS had, last year and I'm looking for a few more to form a group in the new tank. These guys are VERY peaceful, not at all like a typical damsel.
Here's a picture of my Talbot's, she's about 1.25" long:
