Unhappy Euro reef rs-135 not skimming again???

About one month ago I posted a message about my euro reef skimmer on here not skimming. I figured out that it was the venturi that was clogged with salt and not letting enough air through. I fixed that and it was working flawlessly again. But now one month later Im not getting a drop of skimmate and the venturi is not the culprit i have checked. I have sat in front of the skimmer and watched the foam get right to the edge about to make it over the lip into the cup and no it just goes right back down anybody with any experience with this or the skimmer PLEASE HELP.

* pH?
* Salinity?
* Fish and feeding routine?
* Water change schedule?
* Do you use carbon?

120 gallon tank
water change - once a week 10 gallons
salinity - 1.023
ph - 8.3
fish - yellow tang,swallowtail angelfish,2 ocellaris clownfish,3 reef chromis,six line wrasse - 2 scarlet skunk cleaner shrimp.
feeding - once a day - mixture of 1 hikari mega marine frozen cube, 1 pinch of omega one sea veggies flake food and two drops garlic extreme all mixed in a cup of tank water then added.
I dont use carbon.

Do you have a lot of coral?

Have you tried cleaning the pump/impellor in a vinegar bath?

Salinity of 1.023 is a touch low. That can definitely impact skimmer performance.
