What to do?

This is a new coral and one side of it seems like i can cut it off and place somewhere else if it can be done to this type of coral.
1. What will happen if i cut that long part going bottom?
2. Is there a chance it will grow on another LR?
3. Or shoud i try to fix it it's own LR?

yes those are GSP(green star polyps) and they can be cut scraped off and place anywhere. They will take over if the conditions are right. You can take that piece that is hanging off and gel super glue it to another rock
