Go to your lfs and pick up a cheap glass tank and a small pump, shouldn't cost you more than 30 bucks

What is the bare minimum needed? Do they need light? I wouldn't think so. I have an air pump. I would just need the tank and the heater. Do I take the water out of my current tank? Do I have to worry about cycles or anything like that?

Wally world!!! Get a cheap tank and a cheap filter. Cheap heater and cheap powerhead. No substrate or decorations. You can add some pvc if you want, so the fish have something to hide in.

And yes, use the water from your tank, you may have to do water changes often so be prepared. And they do need some sort of light, a lamp light, no t5's or pc's or anyhing like that. A simple walmart or homedepot light will work

cheapest...convert a used freshwater tank (yours or one from Craigslist, etc.)

I'd go barebottom--will need heater, light (even the origninal NO flourescent stip light) Just add a power head or two, some sections of 2" or 3" pvc as hiding places and a maybe a power/cannister filter for carbon and mechanical filtration.

I leave mine running full time (and usually leave fish in there for several months. I do substantial water changes (30% every other week) to make up for the limited biological filtration.

no, don't worry about cycles. You are going to be changing some water almost every day from your main tank (be sure to discard of the used water).

You haven't listed the fish you plan on q-tineing yet so we really can't give you a tank size. I would say any fish that will live in a 24gal should be fine q-tined in a 10gal.
