Weldon 16 Won't work

I'm trying to glue a few pieces of acrylic together and the Weldon 16 that I'm using isn't working. The Acrylic is Spartech Polycast SAR Super Abraision Resistant Acrylic. When I apply the Weldon 16, it never sets up and hardens. Any ideas?

You can't glue to the AR side, it's basically inert to most chemicals including all acrylic solvents. If you want to glue to that side, the coating has to be removed.
