T5 retrofit kit problem

Ok guys, I'm not an electrician but I will say I usually can get my lights working at least. I just wired up a 2x39 set of HOT5's. Did the usual and followed the wiring diagram to the "T" for the ballast. Plug in and voila- nothing. That said, what could possible reasons be for the retro to not be working. I know bulbs or ballast could be gone, but doubtful. Bulbs have <4 months on them and no burnt looking spots etc. Power is going through everything, tested that with a voltage detector. (not voltmeter, but one that detects the magnetic field I guess. Don't need to wire it up to check for current). Any ideas anyone? Thanks in advance.

Oh, and it's a retrofit kit from reefgeek. It's the 2x39 36"T5 HO

Nevermind, got it fixed.
