Brown "Fuzzy Stuff" On Top Of Sand

I have a 12g nano and I picked up one of the rocks today and underneath it there was abunch of grey/brown fuzzy stuff on top of the sand under where the rock was. I waved my hand in front of it and it immidiately dispersed into the tank. Will this cause an algae bloom? My water clarity sucks now and Im not sure if what I just did was bad. Responses appreciated.

Is it a newly setup tank?If it is new it is probably just a brown algae bloom that all new taks go through. It will eventually go away as the tank matures. It shoulf start forming on the glass also. You`ll have to clean it regularly.

Yes the tank is new. Only I have other kinds of algae on the sand and this one is different.. Damn. I just went to look at my tank and my torch has got black at the tips of it:

Is this from the algae you think? I never miss water changes, every week %10. My nitrates have been high (around 20) eversince I added some new rock work that cycled at the lfs for over a month before they just told me to take it home. Like their magical seal of approval will make any thing in my tank not die. But I have had no problems with
my tank whatsoever.
