Confused on skimmer neck size?

I realize air input is the most important factor, but how do I determine the optimum neck size for a DIY skimmer?

I have a 6"x 14.5" skimmer body and I already have unions and 3" acrylic tube for the skimmer neck. How much air can a 3" neck handle?
At 20-25 scfh, how tall should the neck be?
Is there an advantage to a shorter wider neck?

In an 8" body skimmer at 45 scfh would a 3" neck work?

would have to be a tall 3"neck at 45 scfh in a 8" body..

start with a tall neck as you can always cut it down when you see where the foam will end up at. [it would take a while to break in to see where the foam is really going to sit on a daily basis]
