I was there about 15 years ago and there was only one dive shop on the island at the time. I beleive it was called Culebra Dive, run by a Swiss couple by the name of Walter and Monica. They ran a B&B with diving included, if they're still around I highly recommend them. Diving was excellent, all done off a boat though. I'm not sure of any shore diving or snorkeling but you might be able to hook up with these guys for some snorkeling.
