The lighting system you purchased was working when removed from the canopy. It was packed and shipped for the agreed amount. You indicated to me that wires came off in shipping and you rewired it. When you plugged in the ballasts to test fire them the lights flashed, this is an indication of the protection circuit activating. I informed you of this and that the ballast was less than 6 months old. Do the wiring correctly and get your ballast repaired (under warranty) you should be fine.
