Had trouble with him in the past too... Mine was eventually resolved (got full refund) but only after aggressively pursuing it, getting paypal and credit card company involved, etc.
In a gesture of good will, I advised him to be prompt when shipping out goods and to maintain a good level of communication with his buyers.... I guess he never took that advise to heart at all... I definitely do not recommend dealing with him.
