I assume you paid via paypal. File a complaint. Your payment will be suspended until he resolves the issue.
MOST likely, you'll have to ship back the faulty product back to him. provide paypal with the tracking number. And then you'll get your money back. If thats the case, you'll just spend 20 or so dollars shipping it back and get the rest of the money back (probably more than what you were asking from him anyways)
