1.5" baby maxima...help

I spent a lot on frags last night at this LFS here in town, and for spending so much...he gave me a beautiful maxima (he also said it was a top of the line colored one?) the problem being it is only about 1.5 inches. I have a 28" deep tank (180g) with 3 m.h. 250w (more to the back of tank) and compacts in the front row of tank. I have a nice squamosa sitting in the middle on the sandbed now. Do I put this little guy in the sand? Is there going to be enough light? or try to get him on the rock work up high? I don't really want him to attach to the rock work as I may very well want to move him when he is larger.
I feed this tank fairly heavy...with DT's, oyster eggs, etc.
