At this point I am kinda hitting a wall. I am experimenting with flash levels
(3 adjustable levels in the camera and a pair of external strobes for underwater shooting)

Provided I can even get a working understanding of what combinations
of flash to use at various distances, how can I go about adjusting my camera
settings to keep from slightly over or under exposing my pictures?

Example

Budda with camera flash at max.

Budda with camera flash at medium setting.

The first picture is wildly overexposed.
The second picture looks like it is getting too much glare.
The dark areas are too dark and the bright spots are too bright.

How do I go about adjusting the camera settings to even out my pictures?
