Make sure that when the officer calls you, you are very clear that you want theft charges filed. As long as you're willing to be the witness, they will file. This is a small enough amount of money that you'd likely be able to testify by phone and not have to travel. In any case, the seller will get a nice addition to his criminal record and you'll get some satsifaction out of that.
