Very small difference. The valve itself, when wide open, does provide a slight bit of restriction. It's a small, but noticeable, difference from running it w/out the valve at all. Also, I may be able to see this more because I'm using a bigger pump. The entire skimmer body is pretty much filled with bubbles, and they do escape into the sump due to the volume of the flow going through the skimmer.
