If I were doing it I would use an Acrylic latex. I would also use the acrylic primer, unless you wanted to use oilbase, which is ok too. Of course first give it a light sanding you do not need to go overboard with the sanding, just enough to give the primer something to adhere to.
I have used sherwin-williams acrylic paints and they are great. Be sure not to use the kitchen and bath paint though, it has mildew additives.
Yes they do make a marine paint if you wanted to go that route too. hth and good luck!
