Folks are often successful by driving bacterial growth with sugar/ethanol(vodka) or other organics to get the growing bacteria to take up nutrients. I don't see any particular reason to want to add bacteria, since the water is already full of them.

The concerns with growing bacteria are several, including possibly reduced oxygen as they consume it, and what happens to the bacteria (if you do not skim, they stay in the tank).
