My experience with washdown systems (huge RK2 skimmer and DIY) is that you need to run them at least several times a day to do any good.
Skimmate is generally a little oily so it wants to stick to the neck and cup. You'd need a high pressure source to do much good.
A spray coupled with a rotating brush like Fudges is the ultimate self cleaning head.
